November 3 General & Special Election: Sample Ballot Now Available, Early Voting Starts Sept. 18

The November 3, 2026 General and Special Election Sample Ballot is now available, and early voting begins Friday, September 18, 2026, the Radford City Office of Elections has announced.

What is on the ballot

Radford voters will decide the following races and questions on Tuesday, November 3, 2026:

• Member, U.S. Senate (vote for one): Mark R. Warner (D); Bert Mizusawa (R)
• Member, U.S. House of Representatives, 9th District (vote for one): Joy A. Powers (D); H. Morgan Griffith (R)
• Mayor (vote for one): Seth J. Gillespie
• Member, City Council (vote for not more than two): Jonathan E. Stewart; C. Charlie Meeks; P. Doug Kanipe; Bill J. Kovarik; Chad L. McClanahan
• Member, School Board (vote for not more than three): Gloria W. Boyd; Ed J. Dickenson; R. Jane Swing; Fallon H. Kreye

The ballot also includes three proposed Virginia constitutional amendments and one local referendum:

• Constitutional Amendment Question 1 — whether to amend the Constitution of Virginia to protect the freedom to make personal decisions about prenatal care, childbirth, postpartum care, birth control, abortion, miscarriage management, and fertility care; protect doctors, nurses, and patients from being punished for these decisions; and allow restrictions on abortion during the third trimester except when the patient's health is at risk or the pregnancy cannot survive.
• Constitutional Amendment Question 2 — whether to amend the Constitution to remove the ban on same-sex marriage, affirm that two adults may marry regardless of sex, gender, or race, and require all legally valid marriages to be treated equally under the law.
• Constitutional Amendment Question 3 — whether to amend the Constitution to provide a fundamental right to vote, so that a person convicted of a felony is not entitled to vote during incarceration but is automatically restored the right upon release, and to update the prohibition on voting by persons found mentally incompetent to instead apply to those found to lack the capacity to understand the act of voting.
• Local Sales Tax Referendum — whether the City of Radford may levy a general retail sales tax at a rate not to exceed one percent (1%), with the revenues used solely for capital projects for new construction or major renovation of schools serving the City of Radford (including related bond and loan financing costs), and with the tax expiring on June 30, 2046.

Voting basics

An ID is required to vote. On Election Day, polls are open 6:00 a.m. to 7:00 p.m.

Register to vote

Friday, October 23, 2026 is the last day to register to vote or change your voter registration information for this election. Mailed voter registration applications must be postmarked on or before the deadline. Same Day Registration is now available; however, it will be a provisional vote that is counted after the election, if accepted.

Early voting

Early (in-person absentee) voting takes place at the Radford City Office of Elections, 619 Second St., Room 143, Radford, VA 24141:

• Friday, September 18 – Friday, October 30, 2026: 8:30 a.m. – 4:30 p.m.
• Saturdays, October 24 & October 31: 9:00 a.m. – 5:00 p.m.
• Sundays, October 18 & October 25: 11:00 a.m. – 4:00 p.m.
• Saturday, October 31, 2026: last day to vote an in-person (early) absentee ballot.
• Holiday closure: Monday, October 12, 2026.

Mail absentee voting

• Friday, October 23, 2026: last day to request an absentee ballot by mail — applications must be received by the Radford City Office of Elections by 5:00 p.m.
• Tuesday, November 3, 2026 (Election Day): all dropped-off absentee ballots must be returned to the Radford City Office of Elections or a precinct by 7:00 p.m. (Virginia time) to be counted.
• Friday, November 6, 2026: all mailed absentee ballots must be postmarked on or before Election Day and received by the Radford City Office of Elections by noon (Virginia time) to be counted.

Ballot drop-off locations

• Friday, September 18 – Tuesday, November 3 (by 7:00 p.m.): Radford City Courthouse, inside the front door, 619 Second St., Radford, VA 24141.
• Tuesday, November 3, 2026, 6:00 a.m. – 7:00 p.m.: all Radford City precincts.
